<p>There is no other candidate, in my opinion that would best suit as President of the Philippines. No other candidate has a clear platform of governance, positive change, reconciliation, competence and solutions other than Gilbert &#8220;Gibo&#8221; Teodoro. Gibo Teodoro has the smarts, the wits, the heart, and the political will to solve the problems of the Philippines in the long run. His platform is clear-cut, realistic and will be centered on the Economy, Education &amp; Health, Transparent Governance, and Political Reform.</p>
<p>&#8220;If those candidates would come to you one day and tell you they can solve all the ills besetting the country, provided you vote for them, don&#8217;t believe then and don&#8217;t vote for them as they are lying. No such Politician can do that.&#8221; -Teodoro</p>
<p>Gibo Teodoro&#8217;s plan on how to govern these issues</p>
<ul type="disc">
<li class="MsoNormal">Charter Change &#8211; We need      sustainable  development, sustainable change, and sustainable growth.      And that can only be done with the revision  and actual       amendment of our constitution.</li>
</ul>
<ol type="1">
<li class="MsoNormal">Change in the structural      political system to be more open, transparent and flexible.</li>
<li class="MsoNormal">Synergy plus check and      balance for better governance.</li>
<li class="MsoNormal">Empowering the Congress to      determine what Regions to be given enhanced autonomy, when and how.</li>
</ol>
<ul type="disc">
<li class="MsoNormal">Disaster Risk Management &#8211;      The different topographies, the different conditions of the local       governments cannot be managed and cannot be foreseen by the National      government, by giving the local governments power to take the lead in      response relief, preparation and mitigation efforts we stand a better      chance in being adequately prepared.</li>
</ul>
<ul type="disc">
<li class="MsoNormal">Economy <strong>- </strong>Innovation      and debt.</li>
</ul>
<ol type="1">
<li class="MsoNormal">Innovation is the key to      avoid a state of progress plateau, the country needs more innovative ideas      to fuel the industry and the economy. The country has exhausted the era of      copying and remodeling trends, it is time for something new in order for      the country to become more globally competitive. The country needs to      generate more ideas. The talents and minds of our countrymen is our      greatest resource.</li>
<li class="MsoNormal">Debt &#8211; Our National debt is      decreasing because of the increase of our GDP-GNP from 37% and now to 70%.      We can&#8217;t repudiate our debts without sufficient basis. All Countries have      debt, what we need is a better financial management and a better treasury      management.</li>
</ol>
<ul type="disc">
<li class="MsoNormal">Education &#8211; Student Loan      Program and preparing our children for the future.</li>
</ul>
<ol type="1">
<li class="MsoNormal">Student Loan Program &#8211;      Exhaust all means to give everyone the proper college education&#8211;Aside      from usual scholarships and state subsidies, creative solutions should      also be implemented to give every Filipino the education that is      rightfully his.<strong> </strong>One specific example for this is a loan system for      the less fortunate, but deserving students in the tertiary level. When a      student applies for a loan, he will be given a Social Security System      (SSS) number. Immediately after he gets his first paycheck, it will      register that he is getting a salary and subsequent deductions could be      made.</li>
<li class="MsoNormal">Preparing our children for      the future &#8211; Our children should be well equipped with the right skills and      knowledge base to be globally competitive. Gibo pushes for academic      excellence and a better curriculum, because he feels, the current      curriculum is light in technical skills, mathematics, and English. By      recommendation, a substantial and additional two years to the original six      years of elementary is needed to prepare young Filipinos for four years of      secondary education.<strong> </strong></li>
</ol>
<ul type="disc">
<li class="MsoNormal">Governance</li>
</ul>
<ol type="1">
<li class="MsoNormal">Internal Revenue Allotment &#8211;      &#8220;As soon as possible we want to devolve all the basic services to      local government units because there is no strong state in the world where      basic services are done by the national government.  But in certain      areas, particularly in undeveloped or under-developed areas, in areas      within a state of conflict there is no other choice but for the national      government to do it. And this needs a lot of resources.&#8221; Studying the      National Government Operational Cost and increase in budget for the Local      Government Units , possibly balancing the IRA Sharing if it’s possible.</li>
<li class="MsoNormal">Pork Barrel &#8211; Pork barrel is      not the problem, but how it is managed and utilized. Competence in fund      management is the solution&#8211;Reinforce the capability of the local      government units to handle local funds and carry out intended projects.</li>
<li class="MsoNormal">Transparency is the number      one way of eradicating corruption. But sometimes, we look into the moral,      solidly into the morality of corruption, but we do not look at the      incentives given a person to remain honest. Reward System to improve the      standard of living also of government officials. You have to make rules      more reasonable, you have to have transparency. And then probably, you can      deal very strongly with the corruption. You have to have less a      disincentive to corrupt and a lot of it is material, too.</li>
<li class="MsoNormal">Regional Autonomy &#8211; The      Congress should determine how much autonomy they allow different regions.      Giving power to realign internal revenue allotments to regions that can&#8217;t.      But opposing giving autonomy to regions which are not prepared, because      merely of a military conflict</li>
</ol>
<ul type="disc">
<li class="MsoNormal">National Leadership</li>
</ul>
<ol type="1">
<li class="MsoNormal">Plan for the country &#8211; to      continue with a lot of programs like the infrastructure programs that need      to be continued and management day-to-day of the security situation. To      plan your legislative agenda, the most important thing. Your first budget,      your legislative agenda. That legislative agenda would include the      constitutional convention law, the support for the new Philippine      education road map because basic education must be reengineered. He      wants  to experiment also legislatively with universal participative      health care, if it is feasible. Meaning to say, everybody participates. He      wants want a revolving student loan program, probably five billion pesos,      get that from the national treasury, and park it in the SSS, not SSS funds      but SSS facilities. Student wants to study, comes in, you give the student      and SSS number which should be a GSIS number, too, and give him or her      loan. Once that SSS number comes out because he or she is employed, then      you deduct and you have an incentive to study because you have to repay      the loan and you can service more people. You give scholarships to those      who are really deserving because of high aptitude and to those subjects      that are not too popular but the country needs like international      relations, public policy and planning.</li>
<li class="MsoNormal">The strong will to resist      temptation &#8211; A good leader must be of strong character and integrity. More      than anything else, he or she must embrace the true essence of public      service as a calling. He should also have a clear grasp of the concept      that he was elected to the Office which is an institution, and he, the one      elected to that office. The ideals and obligations of the Office go beyond      his personal self. As the one elected by the people, he must always be      guided by what’s best for his country or constituents even if this entails      great personal sacrifices on his part.<br />
A true leader must accept the philosophy that he should serve without      expecting anything in return. In the end, his strength of character and      integrity would give him the will to resist temptation. This strength of      character and integrity does not come with the office – these traits are      nurtured through years of public service.</li>
</ol>
<ul type="disc">
<li class="MsoNormal">Peace and Order</li>
</ul>
<ol type="1">
<li class="MsoNormal">Peace in Mindanao      &#8211; Gibo wants to start by disarming all armed individual and groups that      are not sanctioned by the government. Though he is not promising that      disarming civilians would immediately result in peace, Gibo said it would      somehow prevent armed violence from erupting abruptly. By building roads      and making the rural areas more accessible for commerce and agricultural      purposes is one way of promoting peace and order in the region. Thinking      and implementing solutions for the elimination of the  proliferation      of small arms and light weapons.</li>
</ol>
<ul type="disc">
<li class="MsoNormal">Political Dynasty &#8211;      &#8220;The  best  way  to  beat  that       dynasty, if that dynasty, is not deserving is to capacitate political      parties to enable to adequately  finance through realistic campaign      finance reforms an able candidate and beat the dynasty. That  is the      best way because there will be no question whatsoever as to the will and      the judgment of  people. However, our campaign finance laws….they      have this egalitarian principle of equality of  all, then they have a      spending limit on all. Now, to beat a dynasty, you have to pay more      and  finance a candidate who is new, with more resource  . But      since the limit is the same, how can  you do that? You can’t. And      political parties should be allowed with transparent clitella to get       campaign  resources. To  get  donations  from       donors just as long  as  you  tell the public       who  has  donated in  order  for  it       to  have  the  resources  to  capacitate       a  willing  and  able  candidate.         A  dynasty by definition is non-democratic. It’s non-delectable.      Because a dynasty …you get to your  position  by       birth.  That’s  why  you  have  a       dynasty.  It  is  aligned.  It  is  an       entitlement.    But  an  election should not      perpetuate the dynasty if such is not deserving.  But how do you do      that. It’s  by capacitating your political party to enable it to      address the issue to the people and with media.  Right       now,  it’s  freer,  opener,  faster  but       more  expensive.  But  that’s  the  way,       to  capacitate  a  deserving  candidate,       beat  the  dynasty.  That  is  the       best  way  to  settle  a  dynasty       problem.  Not  through artificial laws which people can skirt      left and right around.&#8221;</li>
</ul>

<li class="MsoNormal">Population</li>
</ul>
<ol type="1">
<li class="MsoNormal">Reproductive Health &#8211;      Filipinos should only have big families as long as they could afford to      provide for their basic needs. Population management is necessary thing.      However the diverseness and the acrimony between pro and con will result      in nothing happening. So once and for all, we must have an honest to      goodness dialogue. The RH bill minus certain punitive provisions maybe a      good law. I really believe though, I’ve put it clear that abortion is out      the window. I don’t support abortion whatsoever. However the incidence of      a mother in an evacuation center with 10 children, 9 children, who’s going      to take care of these people? We have to give information to people and      give them the resources to apply what they believe in. I may not believe      in contraception. You may not believe in contraception. But other people      do. And we have to give them the freedom to choose. What they want to do      with themselves in an informed manner. This is not to say that religious      organizations do not have a role. They have a very powerful and strong      role. But not through the state. Not through the law. But in our      consciences, in our souls, and in the pulpit.</li>

Gibo Teodoro has the smarts, the wits, the heart, and the political will to solve the problems of the Philippines in the long run. His platform is clear cut, realistic and is centered on the Economy, Education &amp; Health, Transparent Governance, and Political Reform.</p>

<li class="MsoNormal">Charter Change &#8211; We need      sustainable  development, sustainable change, and sustainable growth.      And that can only be done with the revision  and actual       amendment of our constitution.</li>

<li class="MsoNormal">Change in the structural      political system to be more open, transparent and flexible.</li>
<li class="MsoNormal">Synergy plus check and      balance for better governance.</li>
<li class="MsoNormal">Empowering the Congress to      determine what Regions to be given enhanced autonomy, when and how.</li>
</ol>
<ul type="disc">
<li class="MsoNormal">Disaster Risk Management &#8211;      The different topographies, the different conditions of the local       governments cannot be managed and cannot be foreseen by the National      government, by giving the local governments power to take the lead in      response relief, preparation and mitigation efforts we stand a better      chance to be adequately prepared.</li>
</ul>
<ul type="disc">
<li class="MsoNormal">Economy <strong>- </strong>Innovation      and debt.</li>
</ul>

<li class="MsoNormal">Innovation is the key to      avoid a state of progress plateau, the country needs more innovative ideas      to fuel the industry and the economy. The country has exhausted the era of      copying and remodeling trends, it is time for something new in order for      the country to become more globally competitive. The country needs to      generate more ideas. The talents and minds of our countrymen is our      greatest resource.</li>
<li class="MsoNormal">Debt &#8211; Our National debt is      decreasing because of the increase of our GDP-GNP from 37% and now to 70%.      We can&#8217;t repudiate our debts without sufficient basis. All Countries have      debt, what we need is a better financial management and a better treasury      management.</li>
</ol>
<ul type="disc">
<li class="MsoNormal">Education &#8211; Student Loan      Program and preparing our children for the future.</li>
</ul>
<ol type="1">
<li class="MsoNormal">Student Loan Program &#8211;      Exhaust all means to give everyone the proper college education&#8211;Aside      from usual scholarships and state subsidies, creative solutions should      also be implemented to give every Filipino the education that is      rightfully his.<strong> </strong>One specific example for this is a loan system for      the less fortunate, but deserving students in the tertiary level. When a      student applies for a loan, he will be given a Social Security System      (SSS) number. Immediately after he gets his first paycheck, it will      register that he is getting a salary and subsequent deductions could be      made.</li>
<li class="MsoNormal">Preparing our children for      the future &#8211; Our children should be well equipped with the right skills and      knowledge base to be globally competitive. Gibo pushes for academic      excellence and a better curriculum, because he feels, the current      curriculum is light in technical skills, mathematics, and English. By      recommendation, a substantial and additional two years to the original six      years of elementary is needed to prepare young Filipinos for four years of      secondary education.<strong> </strong></li>
</ol>
<ul type="disc">
<li class="MsoNormal">Governance</li>
</ul>
<ol type="1">
<li class="MsoNormal">Internal Revenue Allotment &#8211;      &#8220;As soon as possible we want to devolve all the basic services to      local government units because there is no strong state in the world where      basic services are done by the national government.  But in certain      areas, particularly in undeveloped or under-developed areas, in areas      within a state of conflict there is no other choice but for the national      government to do it. And this needs a lot of resources.&#8221; Studying the      National Government Operational Cost and increase in budget for the Local      Government Units , possibly balancing the IRA Sharing if it’s possible.</li>
<li class="MsoNormal">Pork Barrel &#8211; Pork barrel is      not the problem, but how it is managed and utilized. Competence in fund      management is the solution&#8211;Reinforce the capability of the local      government units to handle local funds and carry out intended projects.</li>
<li class="MsoNormal">Transparency is the number      one way of eradicating corruption. But sometimes, we look into the moral,      solidly into the morality of corruption, but we do not look at the      incentives given a person to remain honest. Reward System to improve the      standard of living also of government officials. You have to make rules      more reasonable, you have to have transparency. And then probably, you can      deal very strongly with the corruption. You have to have less a      disincentive to corrupt and a lot of it is material, too.</li>
<li class="MsoNormal">Regional Autonomy &#8211; The      Congress should determine how much autonomy they allow different regions.      Giving power to realign internal revenue allotments to regions that can&#8217;t.      But opposing giving autonomy to regions which are not prepared, because      merely of a military conflict</li>
</ol>
<ul type="disc">
<li class="MsoNormal">National Leadership</li>
</ul>
<ol type="1">
<li class="MsoNormal">Plan for the country &#8211; to      continue with a lot of programs like the infrastructure programs that need      to be continued and management day-to-day of the security situation. To      plan your legislative agenda, the most important thing. Your first budget,      your legislative agenda. That legislative agenda would include the      constitutional convention law, the support for the new Philippine      education road map because basic education must be reengineered. He      wants  to experiment also legislatively with universal participative      health care, if it is feasible. Meaning to say, everybody participates. He      wants want a revolving student loan program, probably five billion pesos,      get that from the national treasury, and park it in the SSS, not SSS funds      but SSS facilities. Student wants to study, comes in, you give the student      and SSS number which should be a GSIS number, too, and give him or her      loan. Once that SSS number comes out because he or she is employed, then      you deduct and you have an incentive to study because you have to repay      the loan and you can service more people. You give scholarships to those      who are really deserving because of high aptitude and to those subjects      that are not too popular but the country needs like international      relations, public policy and planning.</li>
<li class="MsoNormal">The strong will to resist      temptation &#8211; A good leader must be of strong character and integrity. More      than anything else, he or she must embrace the true essence of public      service as a calling. He should also have a clear grasp of the concept      that he was elected to the Office which is an institution, and he, the one      elected to that office. The ideals and obligations of the Office go beyond      his personal self. As the one elected by the people, he must always be      guided by what’s best for his country or constituents even if this entails      great personal sacrifices on his part.<br />
A true leader must accept the philosophy that he should serve without      expecting anything in return. In the end, his strength of character and      integrity would give him the will to resist temptation. This strength of      character and integrity does not come with the office – these traits are      nurtured through years of public service.</li>
</ol>
<ul type="disc">
<li class="MsoNormal">Peace and Order</li>
</ul>
<ol type="1">
<li class="MsoNormal">Peace in Mindanao      &#8211; Gibo wants to start by disarming all armed individual and groups that      are not sanctioned by the government. Though he is not promising that      disarming civilians would immediately result in peace, Gibo said it would      somehow prevent armed violence from erupting abruptly. By building roads      and making the rural areas more accessible for commerce and agricultural      purposes is one way of promoting peace and order in the region. Thinking      and implementing solutions for the elimination of the  proliferation      of small arms and light weapons.</li>
</ol>
<ul type="disc">
<li class="MsoNormal">Political Dynasty &#8211;      &#8220;The  best  way  to  beat  that       dynasty, if that dynasty, is not deserving is to capacitate political      parties to enable to adequately  finance through realistic campaign      finance reforms an able candidate and beat the dynasty. That  is the      best way because there will be no question whatsoever as to the will and      the judgment of  people. However, our campaign finance laws….they      have this egalitarian principle of equality of  all, then they have a      spending limit on all. Now, to beat a dynasty, you have to pay more      and  finance a candidate who is new, with more resource  . But      since the limit is the same, how can  you do that? You can’t. And      political parties should be allowed with transparent clitella to get       campaign  resources. To  get  donations  from       donors just as long  as  you  tell the public       who  has  donated in  order  for  it       to  have  the  resources  to  capacitate       a  willing  and  able  candidate.         A  dynasty by definition is non-democratic. It’s non-delectable.      Because a dynasty …you get to your  position  by       birth.  That’s  why  you  have  a       dynasty.  It  is  aligned.  It  is  an       entitlement.    But  an  election should not      perpetuate the dynasty if such is not deserving.  But how do you do      that. It’s  by capacitating your political party to enable it to      address the issue to the people and with media.  Right       now,  it’s  freer,  opener,  faster  but       more  expensive.  But  that’s  the  way,       to  capacitate  a  deserving  candidate,       beat  the  dynasty.  That  is  the       best  way  to  settle  a  dynasty       problem.  Not  through artificial laws which people can skirt      left and right around.&#8221;</li>
</ul>

<li class="MsoNormal">Population</li>
</ul>
<ol type="1">
<li class="MsoNormal">Reproductive Health &#8211;      Filipinos should only have big families as long as they could afford to      provide for their basic needs. Population management is necessary thing.      However the diverseness and the acrimony between pro and con will result      in nothing happening. So once and for all, we must have an honest to      goodness dialogue. The RH bill minus certain punitive provisions maybe a      good law. I really believe though, I’ve put it clear that abortion is out      the window. I don’t support abortion whatsoever. However the incidence of      a mother in an evacuation center with 10 children, 9 children, who’s going      to take care of these people? We have to give information to people and      give them the resources to apply what they believe in. I may not believe      in contraception. You may not believe in contraception. But other people      do. And we have to give them the freedom to choose. What they want to do      with themselves in an informed manner. This is not to say that religious      organizations do not have a role. They have a very powerful and strong      role. But not through the state. Not through the law. But in our      consciences, in our souls, and in the pulpit.</li>

<p>Make Some Enemies !</p>
<p>A text-based online game that has survived through these tough times.</p>
<p>I&#8217;ve been playing this game since September of 2002 and I still love playing it. Though it&#8217;s not like it used to be, with the dwindling down of the player numbers; however, the Admins are trying to keep the game alive. Players who still play are passionate towards the game, and they help promote TEQ in the interwebz.</p>
<p>Recently they had added a Facebook application, which you can link to your old TEQ account and your Facebook account. To me this is a great move by MM and Kama (GC&#8217;s, admin) to generate more traffic/players to the game.</p>

			<content:encoded><![CDATA[<p><em><strong>I found this old essay on my e-mail, that describes who </strong></em><em><strong>am </strong></em><em><strong>I . Kinda fitting for my first blog, an introduction about myself.</strong></em></p>

<p style="text-align:left;">When I write about myself, I realized that this was going to be a difficult assignment: not because I didn’t know my heritage or where I’m from but because I’ve always sort of defined myself by using the people around me. “I’m a friend of (name of a friend),” or “He’s my dad,” or “This is my girlfriend,” instead of saying, “I am Mark Romeo C. Buenavista.” I thought that particular outlook was going to make this assignment very difficult, but then I realized that my outlook made it easier: I am who I am because of the people that have surrounded me my entire life. Mark Buenavista because of the way I grew up. It makes total sense now.</p>
<p style="text-align:left;">There are many more people who have influenced my life, who have made me who I am today, who I use to define who I am (in a sense); each of these people has done something for me that no family tree or national flag could have ever done. I am who I am today because of my experiences. I’m sure I’ll look back on this in 10 years and think of the myriad of people who have influenced me and changed me since this paper was written. That’s the best thing about defining yourself based on your experiences and your influences, rather than based solely on where my parents was born, they can change and grow with you.</p>
<p style="text-align:left;">I am the eldest in a family of five siblings. As a child being bestowed the love and attention by my parents, I grew proud, and intelligent, a goal-getter being confident in my capabilities. I usually initiate things, motivating others to do my way, be it a new game, a new toy and later mischief. I was surrounded with friends who were my playmates. Also sired by intelligent motivated parents and in this environment I had a happy childhood being the only one child for four years.</p>
<p style="text-align:left;">However, when I was four years old, my mother conceived another child and I also realized I was also a jealous person. Seeing my younger sister; as a rival for the attention of my parents. As I grew older and wiser with more brothers and sister added I have accepted their presence but still expect my parents the attention I needed.</p>
<p style="text-align:left;">I really am the might of my father; I belong in the upper echelon of my class, obtaining honors (in the past), medals and even selected to participate in a quiz show. I was likewise an athlete, soccer, table tennis, badminton and whatever sport I try. I made it a point to excel in all my endeavors. One of my achievements (most proud of) happened during high school when I was able to go to lots places, met friends and acquaintances playing soccer. I saw my name printed in both national (PhilStar and Inquirer) and local newspaper (Davao). We won 3rd place overall in the National Finals for Coke Go for Goal Tournament and champions in the Regional Finals for Coke Go for Goal Tournament; were I was honored as MVP.</p>
<p style="text-align:left;">However, like all of us I have my ups and downs. I grow bitter when things won’t go my way. Being negligent in doing assigned works and projects, being too overconfident in my capabilities.</p>
<p style="text-align:left;">I seem very shy and quiet at first as well, until you get to know me. I have been told that on the first look most people think that I am a “snob,” stuck up, not very nice. I do not generally waste my time on trying to change people’s opinions of me; if they are around me more they will find that I am not that bad. They realize that what they took for rudeness was actually just me being shy and trying not to offend them or something.</p>
